Um - Al - it's the fact that it doesn't have many platform specific
extensions that _makes_ COBOL portable!

COBOL/400 is less portable than many dialects _because_ it has so many
platform specific extensions.

PS.  In answer to the original question COBOL does support data areas and
has done so since V3r7.
