We are on V5R1.  So I believe the answer would be yes it's powered by
Apache.

We are attempting to switch over to our new iSeries machine but are
experiencing trouble with HTTP license product has an error.  Anyone
else having trouble with this and have an idea on how to get the product
loaded on the system?  I first noticed trouble when I could not start
HTTP *Admin server.
