We use MessengerPlus and are very happy. The Tech Support is brilliant as well. It does all/most of what you have indicated and can send messages to pagers and email addresses. Plus coding error routines into programs as well. I get paged every time the machine is IPL'ed for example, which is coded into the startup program. We used to use PagerLink, which, I think, is now LXI-Page, which was/is also a good product, not too sure if it is around anymore(??).
