CGI setup on Level 40 System

I have had good results setting up CGI on a Level 30 system.
Have compared and checked everything I can think of and can not duplicate
that on a level 40 system with the exact same test scripts. Both are V4R4
I am getting a not found or not authorized 500 error. I have checked the IFS
directory and file permissions, but am obviously missing something. I don't
think it's DB2WWW or anything in the basic directions at the IBM site. I've
gone through the QHTTP profiles. and "think' it's okay.
The 3 things I am not positive about are:
1) PTF's for a specific problem unknown to me. It should at least "work" out
of the box?
2) If the fact that it is a Domino DSD box has altered something else.
3) what is wrong?

If anyone knows how to find out more than "500" that would help. I am
spoiled by messages like "file xxxx needs xxx for this operation, aborting.

The web world is a little harder to debug for me.
