1)  What is the physical media between the two machines?
2)  What is the size of the file?

The rest is politics.

Are we taking lan cards in both 400's?  Or are we talking dialup on
existing support modems?
If the file is really huge you might be faster to save it to tape, drive it
over there, and restore the file.  Speaking from someone who had people try
to send huge libraries from one 400 to another, even over T1 and/or frame
relay lines.
