I presume you mean what resets the active count specified in the WAITRCD
counter rather than implying that the value in the file description itself
had changed? The count starts as soon as the program goes into a display
wait and continues until a record is returned to the program.

Afraid so. None of this activity returns control to the application
program, so the count continues. On rare occasions I have had a locally
attached dumb terminal time out while I was entering a command but before I
had hit Enter, which calls for exquisite bad timing. Arguably this
arrangement is "a good thing" as it reduces the load on the CPU.

The WAITRCD parameter in JDE is generally set to 1800 seconds, or 30
minutes, which is a fairly generous allowance for a user to pause while
entering data.
