CPYTOSTMF has a STMFOPT keyword which supports *ADD but it expects a QSYS.LIB
file as input.
One approach, short of a program to do this, is to start QSH and run cat to
concatenate the files into a third file and then rename it.  Read the help
text in OpsNav (in the Java section) so you fully understand the behaviour of
cat.  Something like:
        cat file1 file2 > file3
        rm file2
        mv file3 file2
