I use POPs frequently.  You are missing the point that the command DEFAULT
is passed through to the CPP, NOT the value your POP displays.  In your case
I suspect the PARM has a default of blanks and that is what your CPP
receives.  Since POPs are intended to be used on change (CHGxxxx) commands
the normal default is *SAME.  Your CPP checks for *SAME and either does
nothing or repeats the process performed by the POP and fetches the
appropriate value from the data area.

You could use the ?? selective prompting characters but I don't think that
is appropriate.
