Philipp, I think QGY library is installed with 5769SS1 option 12, which is host servers. I think it also includes the QIWS library. Check out this link: http://as400bks.rochester.ibm.com/html/as400/v4r5/ic2962/info/rzahctbl.pdf which explains how to use mgt central to install but is informative nevertheless. Search for QGY and you'll find that it says it's option 12. (at least for V4R5.)
