If you settle for only looking at development tools developed by IBM, and assuming that everything else is just wishes and dreams, you're missing out on a whole world of tools that already exist and can dramatically improve productivity... Check some of them out at: http://www.iseries.ibm.com/developer/tools/ Depending on your business problem, in many cases, "Which level of RPG should I use", or "Should I shift to Java?" are the absolutely wrong questions to be asking!!!
