A bit of clarification here.  There are two portions to the library list,
the "system library list" (IBM default is QSYS, QSYS2, QHLPSYS, QUSRSYS),
and the "user library list" (IBM default QGPL, QTEMP).   IBM's intention is
that you would only mess with the user portion.

CHGLIBL changes the user portion, CHGSYSLIBL changes the system portion.
CHGSYSLIBL is a very dangerous command, and as such is shipped with public
authority *EXCLUDE.

My comments as to the job description only relate to the user portion.

... the *SYSVAL on the *jobd refers to the user-libl, and therefore the
QUSRLIBL value.

Using CHGSYSLIBL in the INLPGM is the only way I would know to achieve this
... why I might want to I cannot imagine :-)

Your earlier post was accurate Mike.

An initial program with an CHGSYSLIBL command is the only way I know of
to override the default system library list.
