It's been an extremely frustrating problem - one which IBM Support swears
with a straight face that no one else is having. They want $275/hr to come
in and figure out what's happening in my "unique" situation. In any event,
my next step is to set up packet sniffers on the outside of each router. I
should get around to doing that sometime in the next week or two.

BTW, my issues involve an intranet without any VPN.
