Darren,
That does sound like an authority problem.  When you install a new release
user authorities, printer file defaults, and system values are set back to
the IBM defaults.  I have found it a good idea to set up a CL program that
restores changes made between releases.  This way you can run the program
after the release install and run into less GOT YOUs.

Things I'd try:

1.  Under File/Properties there is an SQL tab.  On this tab there is an
option
to run the Select as native SQL.  Choose this and check to see if the
resulting
statement shows the problem.
2.  If #1 doesn't work, look for jobs that have a lock on the user profile
this
transfer is running under:  WrkObjLck profilename *UsrPrf .  You will
probably
find a Quser job.  Look at the joblog for this job and check to see if there
are
any clues there.
