If we could make a translation server (running on a PC with one of
the mechanical translation programs) and serve it up to the AS/400
thru TCP/IP and a callable object (or on a web server as an ASP
object) would this be of any use to anybody? I think it handles
English to and from Spanish, Portuguese, Italian, French, and
German. We might also be able to do Russian.

I'm in love with the idea, but I don't know if it is of any
practical use to anyone.

Or how about a USA phonebook server, same functionality. We use
this sort of thing to look up phone numbers of incoming calls on
caller id and create default fields for data entry.
