Why did they use a CPY command followed by CHGOBJOWN versus CHGOWN?  Talk
about flip flopping between IFS and 400 commands!

IIRC = If I Recall Correctly
And in this case, I did recall correctly.  Maybe someone can contradict
this, but here is where I got the info tha QINSTAP must be owned by QSYS.

This paper states:
. Copy the QINSTAPP CL program into the QTEMP Library. (This is the
required
location for this special program)
CPY OBJ('/qsys.lib/myprod.lib/qinstapp.pgm') TODIR('/qsys.lib/qtemp.lib')
. Change the owner to QSYS. (This is required for the QINSTAPP program and
is a good idea for other install programs as well)
CHGOBJOWN OBJ(QTEMP/QINSTAPP) OBJTYPE(*PGM) NEWOWN(QSYS)
