I didn't get to this earlier so I hope this isn't an issue that has
already been discussed.

One thing I've found common in cases where a response time for a user
ends up greatly out of character with average response time is record
locking problems. Sometimes it happens that multiple users in
interactive environments all want to update the same record.

I did notice a lot of people giving general performance tuning advice so
I won't try to improve on all that. I just didn't have enough time to
read the whole thread (gotta go) but I wanted to make sure you checked
into this possibility for that user. Otherwise, spending all the money
you can get budgeted won't fix the problem.
