Maybe the *SYSVAL QUTCOFFSET comes into play ?
Just a suggestion....doesn't seem like it would....but you never know.

This is strange, the modified time on our IFS files are behind by 6 hours
roughly. What could cause this? The reason we know it is off is because each
file has a timestamp in the filename.
