Jerry, don't see a reply to this.  Have you checked the authorities on the
file?  I've had similar messages when *PUBLIC has *RX access to directories
or files and I wasn't using the owning profile to do the replace of the
file.  Another thought is to check the user profile involved for a storage
maximum in the user profile.
