A real common reason for this not working is that the Host Servers aren't
running.
try: STRHOSTSVR *ALL at a command prompt, and then try the ODBC connect
again.

If you are connecting via tcp/ip, fire up the DDM server for better
performance.
(STRTCPSVR SERVER(*DDM))
