Are you still able to connect to the AS/400 via CAE?  I had a problem like
that when upgrading people from older CA clients to CAE.  There was a
"codepage" bug or something where if they never changed their password, it
would refuse them logging on.

I had to blow out their password on the system and give them a new one.
They were then able to log on successfully.
