I am going to have to educate myself about _overridden_ message files.
(CL command = OVRMSGF)

There are some programming standards supplied by the vendor about the
purposes of the different message files, but then you have programmers who
dabble in this stuff whose full understanding is somewhat lacking, and the
rules get broken, so a safety measure are called programs & subroutines ...
if the message we looking for is not in the file where it is supposed to be,
let's look in the file where it is not supposed to be.
