It sounds like Jill is not getting far enough into the problem solving
information that we are trying to help her with.  But she is sharing
meaningful clues.

We are saying
DO THIS COMMAND
then this option then that option
then F this F that

but something is going wrong for her when she does this command.

For example

This sounds to me like the MENU she gets with WRKJOB
does not have option 10, it just has option 3
so she is doing F10 somewhere other than withing option 10

Earlier she said she doing all this as QSECOFR
so for her to have WRKJOB & only get the kinds of options associated with an
extremely limited user access tells me that the QSECOFR sign on that she is
using has been sufficiently corrupted that that issue needs resolution before
trying to back up this system.

I also have never seen in my life an error message like the one she got, but
it is not unusual for a newbie end user to communicate a problem they had in
a manner in which the message is miscommunicated or not enough information
passed along to be really helpful.

when an error message is displayed on bottom of screen, often there is a lot
more that the programmer needs to communicate than what fits on that error
message line & if the programmer was properly trained on the 400, and if the
end users on the 400 had proper training then this should work.

Put the cursor on the line where the error message is, and F1
It should expand into a screen sized panel with many more options
When I am in this kind of stuff I usually F20 to maximize the error message
text available & minimize screen scrolls that I need to use through it,
