Basically because Netbios is a broadcast protocol and unroutable.  WINS is
the way around it since it will keep the name resolution database for all
hosts.

I think the Unix utilities work better than Windows because they may have
the mentality of adding Netbios to IP, whereas Windows is more of add IP to
netbios.  My own personal theory.
