QPRCFEAT is a mystery system value.  (IBM added it at my urging, then
screwed it up.)  IBM fails to adequately document how it maps.  If you want
to see my COMMON presentation "Everything You Always Wanted to Know about
System Values (but were afraid to ask)", I have the most definitive mapping
