The decrementer register interrupt response (at 8000000000 000900)
reads a cycle counter register which simply counts machine cycles
since the machine was powered on. The cycle count is used by the
lowest layer of SLIC in calculations that has to do with elapsed time.

Various cycle counts are stored in the TDE (Task Dispatching Element).
