You can still remove authority for the SNDMSG command, Dmitri.  You write
your own command (TELLERMSG) and then you change your application to execute
TELLERMSG instead of SNDMSG.  The TELLERMSG command calls a program,
TELLERMSGC, that adopts enough authority to execute the SNDMSG command,
executes the SNDMSG, and then returns.

This is a fairly standard way of allowing controlled application access to
otherwise restricted system objects.
