As long as software vendors are working with in the user portion of the
library list the extended library list would not be a meaningful solution.
Getting vendors to change to a new "extended" library list would likely be
as challenging as getting them to clean up their user library list abuse.

I still think the best solution is to allow the system to be locked into a
25 library mode by a system value or system data area.  As long as you're in
that mode no code is broken.  Folks who are stuck without source have been
living in that mode for years on V4R5 and before anyway.  Venturing beyond
the 25 library mode is a conscious decision with risks and consequences.
The 250 library user library list becomes an optional feature that you can't
take advantage of because of your own circumstances and business decisions.
