The "blank field" is there so you can tab to it and press Enter to follow
the link.  That is indeed how it should work.  Which IBM help panels do
you see that do not do that?  If you type GO CMDCMNMGT and press Enter,
then scroll to the bottom of the list, put the cursor on option 33. TCP/IP
Commands and press Help or F1 you will see a LINK for the definition of
"transmission control protocol/internet protocol (TCP/IP)" which has the
leading "blank field".  That is an IBM help panel behaving exactly as
described in the manual.

I don't think it is possible.  It may be a function of the enhanced data
stream which is activated by coding ENBGUI=YES on the PNLGRP or PANEL tag
but none of my emulators alter the display as you describe and I know one
of them supports the enhanced data stream.
