This is a "qualified yes" because of implementation. The problem is,
each iSeries is shipped with the physical capability to perform the 5250
job stream functions. But IBM puts a software governor in place to
assure that the customer is not using more than they have paid license
for. So a customer can "upgrade" to more capability without changing
hardware.

This opens a world of perception issues. People try to compare this with
buying simple hardware or whatever. This is where all the crying and
whining comes in. If the machine shipped with an actual physical
limitation there would be far less complaining in this area.
