I had this problem!  Very weird.

We had people using Client Access from many years ago.  Then we switched to
Bosanova and then just recently to Client Access Express.

Well, we do not have a password change policy, so a couple of people that
actually have been with the company since the dawn of time and had a PC,
probably had the same password.

Well, on one of the migrations from an OS/400 version, apparently changes to
codepages were made.  They were propogated through the password change.

Well, Client Access Express won't work with the very old codepage.

So, after spending 2 weeks trying to find the answer, the resolution is very
simple.  Sign on as qsecofr.  Change their password with wrkusrprf.

They can login with their username and new password and they can change it
back to what they had it.
