I believe this is the big-endian vs little-endian problem.

If I remember right, the pc stores numbers in little-endian format but the 
as/400 stores in big-endian format.

I think what you need is:

D GENERIC_ACCESS    C      x'000000008'
D GENERIC_ACCESS2  C       x'2'

I am trying to remember this off the top of my head, because I know i've seen 
it before, so I might be wrong on the RPG side.  But it is something to that 
effect.
