It appears to be stating that going to multiple processors within one
server doesn't offer advantage over just installing multiple single
processor servers. There is a cost in overhead for the OS functions
which share workload.

But, I don't know what the "major software issues" would be that would
make running 12 single processor servers as attractive as running one 12
processor server.
