Thanks to John Ross for the link.  I think this makes more sense now.  Let
me summarize:

For existing customers, if you already own any language compiler (rpg,
cobol, c) and you have a current software subscription, you will get an
upgrade to Websphere Development Studio for iSeries, which includes:

5769-PW1 Application Development ToolSet for AS/400 (ADTS)
5769-RG1 ILE RPG for AS/400
5769-CB1 ILE COBOL for AS/400
5769-CX2 ILE C for AS/400
5769-CX5 VisualAge for C++ for AS/400
5769-CL3 WebSphere Development Tools for AS/400
5799-GDW ILE C++ for AS/400 PRPQ
Note: Except for 5799-GDW, customers who have any of the existing language
compilers or ADTS receive 5722-WDS if they have Software Subscription. New
customers must buy 5722-WDS.

So, if you are buying a new box and moving your software subscription to the
new box, you are all set.  The OS on the old box stays with the old box, but
none of the licensed programs.  You then sell your old box on eBay and leave
some poor unsuspecting soul wondering why WRKQRY doesn't work... ;>

If you are buying a new box outright, you just buy WDS for $3650 and get all
the goodies that we all used to pay for separately.  The old v4 pricing
model was $1200 each for RPG, Cobol, C ADTS and I'm not sure about the
others.  So, you're getting at least $4800 worth of toys for $3600.
