In my view this is always a potentially huge security exposure. A get from
the PC would require AS/400 passwords to be stored on the PC in the FTP Script.

My view is that if passwords have to be stored somewhere, better that they
be on the more securable box. To this end I always recommend initiating ANY
transfer to ANY box from the AS/400.

Obviously politics means I don't always win this, but I certainly get the
security exposure documented, and also my (long) list of objections to FTP
as part of a business process.
