Shane,

If you have a compiled program object it can run on an AS/400 that does not
have a compiler.  (This applies to any language, COBOL, RPG, C, or others.)
However, the AS/400 you are running it on does have to meet the minimum
release requirements.  I.e. if you use functionality that was introduced in
V5R1 you will not be able to run the program on V4R3 - but you will know
that before you try and execute it, because the system will not allow you to
restore it.
