Making an input file is easy, I am looking for
the process to perform a batch load of this list.
This list has a type of *VLDL and does not show up
when a "wrkf" command is issued.

The list is created by issuing the "crtvldl" command.
The list can be manually populated from the http *admin server.

I am not familiar with exactly what you trying to do,
but let's suppose the user ids exist some place other than where you want to
enter them.
They might be in a file associated with factory workers reporting what they
do.
They might be in your security profiles, some of which info can be dumped to
*OUTFILE
Any of this can be read by a program to read selected information to new
file.
