They must've used the MFC for their C++ apps?  That would make it
nearly impossible to port.   Ordinary C++ wouldn't be that hard to port.

I find that very hard to believe.  I've done programming with the Win32
API as well as programming under GTK+ (which is what I assume you mean
when you say "GNU") and the GDM library that comes with GTK+ has at least
as many graphics functions as the GDI library that comes with Windows.

It seems more likely to me that IBM built their software on proprietary
Microsoft routines, such as the MFC, and now feels that it would be too
much work to convert it.

I really don't understand why Windows should be made a requirement for
running OS/400.  Isn't Windows a big enough monopoly without making it a
requirement to run an otherwise unrelated computer system?

But then, I've been bitching about this for years now.  Nobody listens.
Nobody cares.  I'm not a big enough demographic.
