The system value QLMTDEVSSN "controls whether a user can
sign-on at more than one work station.  This does not prevent the
user from using group jobs or making a system request (pressing the
System Request key) at the same work station.  The shipped value is
0."

This can be overridden by the LMTDEVSSN parameter in the user profile.
