The data area method has been replaced by the CHGPOPA method on newer
versions of the OS.

Here is what IBM suggests:

Email split solution for OS/400 V4R1 and above

OS/400 releases V4R1 and above do not require a PTF. All you need to do is
create a new data area.

To disable SMTP email message splitting:



Create a new data area called: QUSRSYS/QTMSNOSPLT
To create the data area, enter the following command at an AS/400 command
line:


CRTDTAARA DTAARA(QUSRSYS/QTMSNOSPLT)
The new data area turns email message splitting off. If you need to turn it
back on, delete the new data area.


Note: Turning email message splitting off may cause problems when sending
large email to mail clients that cannot handle large messages.
