I tried changing that sysval but it didn't seem to help.
Just gives me more information when I sign on.

 System value . . . . . :   QDSPSGNINF
 Description  . . . . . :   Sign-on display information control

 Sign-on information  . . . . :   0             0=Do not display
                                                        1=Display

Unless there is some other setting you are telling me about.

I seem to remember being able to get rid of this annoying message
At some point in the past by changing something in my userprofile
Or job description or something like that. But I don't remember how.

Anyone have an idea ?
