Verify that you have SQL Development Tools installed.  For V4 systems
this would be 5769-ST1, for V5 systems look for 5722-ST1.

>From any command line, key 'go licpgm' and hit <enter>.  Take option 10
from the menu to display your installed licensed programs.  If you don't
see the appropriate program, then that's your problem.  You would need
to purchase this.
