I have noticed this behavior also.  Sayeth the help text for OVRDBF:

"Note:  The override cannot be used for all commands.  A list of
the commands that cannot be overridden, along with more
information on overriding files is in the Data Management book,
SC41-5710."

The number for your book may be different as we are on V4R1M0.
