Vernon, you don't need to specify anything special to get to the
functions in QLEAWI.  All ILE modules get binding directories
QILE and QUSAPIBD automatically (it's always worked this way).
QLEAWI is in bnddir QILE.

CRTBNDCL allows you to specify a binding directory, so even if
QILE weren't automatically added, you could still do the
one-step compile.
