Thanks for the replies.  Auto-config was on (QAUTOCFG = 1), but it didn't
recognize it so I assume that's not it.

I also tried creating a 3480/B22 tape device, but that didn't work. Then
tried creating a 3480/B22 tape controller, but that didn't work.

I think I need more details starting from the hardware resource.  It's a
SCSI tape drive, and it's plugged in to a resource named SI01:

Resource        Type-model  Status                Text
SI01             6501-001   Operational           Storage Controller

On other systems where there's a tape drive connected, it shows up as a
resource under this, like:

Resource        Type-model  Status                Text
SI05             2644-001   Operational           Storage Controller
  TAPCTL22       3490-C11   Not detected          Tape Controller
SI09             6501-001   Operational           Storage Controller
  TAPCTL21       3490-E01   Operational           Tape Controller

Do I have to create a resource, and if so, how?  Via DST?
