I've done this a lot.
First I remove all user profiles.  Some old 400's won't let you delete
someone if you've delete OV/400 and they were enrolled.  (There are
workarounds.)  Some group profiles are delayed until libraries are
destroyed.
WRKDIRE and slice and dice.
Then I do a DSPSFWRSC and remove anything that isn't vital to finish
destruction.
Then I blast libraries.  Usually to a job queue.
Then I WRKFLR and blast these directories.
Then I WRKLNK and blast anything that doesn't look IBMish.
CFGDSTSRV
CHGNETA
WRKOUTQ and clear them all
CFGTCP and really mess that up
Start from the top and make sure that I didn't miss anything
RCLSPLSTG *NONE
RGZDLO with appropriate options
RCLDLO with appropriate options
RCLSTG
Start up DST and remove all drives from ASP's

What's the proper way to remove data from an older AS/400 that's being
sold? Is deleting the non-system libraries enough?
