Yea - feel kinda silly - the first console was turned off by the
secretary lady .  Doh.  Anyways, we turned it on and got a menu and we
chose 01 to perform IPL.  After a little bit the console kicked us to an
IBM login and we logged in as QSECOFR.  It went through some message
screen and then asked us if we wanted to load anything (we F3 exited
out) and then we were prompted to set the date and we hit enter and now
we are waiting

For future reference since I have a buttload of these cards to install -
do I need to go into manual mode before I do the install on these
network cards?  If so, how is the proper way to come back up after
shutting down in manual mode?

Find a cable to your console and plug it in.
(This may be non-trivial if your console is a PC with Client Access).
