Not to my knowledge, but if you have an internet connection you could code an
interface to the UPS Online Tools.  These are a series of XML (or HTML) based
APIs which you can use for sending queries to UPS and getting back instant
quotes, tracking status, signature tracking, address validation, yada, yada.

Just implement the APIs for rate quotes and pass it your from/to zip codes,
weight and package options, etc and it can return the associated costs.

I've never got around to setting this up myself, but it is one of my back burner
projects.  See
