Sometimes when a user has a lock up they do not remember precisely the series
of steps they followed before it happened.  We have had some lockups where
someone:

WRKQRY makes some changes to the definition.
Launches that QRY to JOBQ
While that is running, try to make additional changes to the QRY
intent being to launch to JOBQ another variation on selection criteria.

Query does one crazy thing upon exiting - It attempts to LOCK the file
objects for a short period while saving the definition.  So you are waiting
for the lock to happen during the definition save.

exiting a query can take upwards of 20 minutes (even before it actually
