Yes, you are right on that I don't know much about DDM. One of the systems
is already hosting some files for other reasons, so I am now using that
system for the host. It was much easier to get set up, so I would expect
this one will work better.

That systems has tighter security by authorization lists. The others aren't
to that level of security.

Based on your inline comments, I would speculate that you have a
fairly "limited knowledge" of (a) DDM and/or (b)communications
(c) basic operations ... All three things are a "requirement" for
any sucessful install of DDM between three different systems.

While it doesn't require rocket science, it does require a little
more knowledge on the part of the users on "How to do it" than just
trying to put it in place and then blaming the system for the failure.

I believe you need a much better plan to make this happen....

I would start with the manuals....
