You can force DST by using the system panel, putting in manual mode,
select option 21, enter.  This will place the DST signon screen on your
console (so sign off the console first if you don't want an existing job
to die). Use a security enabled profile (i.e. QSECOFR for DST) to create
new DST profiles.
